Federal Specialized Services is a limited liability company that offers a unique set of skills in the operation of government health care programs.

 

MANAGING MEMBER: WILSON C. LEONG, ESQ., CPA

Wilson Leong is the founder and principal of Federal Specialized Services. An attorney and CPA (both Illinois), Mr. Leong has extensive experience in government health care programs. Prior to launching Federal Specialized Services, he was the Executive Director of Strategic Government Initiatives for the Blue Cross and Blue Shield Association. There, he directed prime contracts for Medicare Part A and other programs for the Centers for Medicare and Medicaid Services and the Health Resources and Services Administration, as well as a subscription-based line of business for Medicare contractors.

Mr. Leong is a nationally recognized authority on Provider Reimbursement Review Board appeals. Additionally, he has a successful track record in running competitive procurements for the acquisition of Medicare subcontractors and national service and supply vendors. Very recently, he has also helped achieve success in international business development.

 

EXECUTIVE VICE PRESIDENT AND PROGRAM DIRECTOR FOR THE MPAPA CONTRACT: GARY T. GERBER, CPA

Gary brings to FSS a wide-ranging track record of expertise and leadership in Medicare audit and reimbursement.

As Director of Provider Audit for TriSpan Health Services, Mr. Gerber oversaw the work of over 70 staff, including three State Audit Managers. His department was responsible for auditing over $3 billion in annual Medicare reimbursement. In addition to leading the contractor's audit efforts, he directed TriSpan's responsibilities for PRRB appeals.

Prior to joining TriSpan, Gary was a Director at Blue Cross and Blue Shield Association (BCBSA) in Chicago, Illinois. While at BCBSA, he developed a national reputation for providing expert technical assistance in Medicare Audit and Reimbursement to Blue Cross and Blue Shield Plans, government agencies and professional organizations. Gary also designed and delivered many highly regarded training programs that explained the intricacies of Medicare to fiscal intermediaries and providers.

Prior to joining BCBSA, Mr. Gerber was a Senior Provider Auditor at Blue Cross and Blue Shield of Illinois.

Gary is a Certified Public Accountant and is licensed to practice in Illinois and Mississippi. He has been a member of the Illinois CPA Society since 1982. Mr. Gerber holds a Bachelor of Science in Accounting from Northern Illinois University

 

SENIOR VICE PRESIDENT:  PAUL J. CROFTON, CPA

Paul comes to FSS after a successful career at the Centers for Medicare and Medicaid Services (CMS). Mr. Crofton's career at CMS included positions in CMS/HCFA's Office of Direct Reimbursement (HCFA's fiscal intermediary), the Office of Research and Demonstrations, and the Office of Financial Management.

Prior to joining FSS, Paul served as the Director of the Division of Hearings and Decisions (DHD) in CMS' Office of Hearings. As the Director of DHD, Mr. Crofton was responsible for the hearing docket for Provider Reimbursement Review Board (PRRB) appeals and was also responsible for his staff working with the PRRB to issue substantive hearing and jurisdictional decisions. Paul was one of the co-founders of the Office of Hearing's mediation program that has been used extensively as an alternative to PRRB hearings. Paul has successfully mediated over 2,000 PRRB Medicare provider and Medicare Advantage appeals.

Mr. Crofton has been a frequent conference speaker regarding PRRB appeals and mediation the AHLA's annual Institute for Medicare and Medicaid Payment Issues and at HFMA's west coast regional symposium. He has also spoken to the HFMA chapters in Michigan, Maine, Hawaii and Puerto Rico.

Paul received a B.S. in Accounting from the Pennsylvania State University and is a CPA in Maryland.

 

SENIOR VICE PRESIDENT:  MICHAEL W. HARTY

Mike Harty’s experience in PRRB appeals is truly exceptional. He has over thirty years of progressively higher responsibility and authority in the management of PRRB Appeals and Medicare reimbursement.

From 2011 through 2017, Mike served as the Chairman of the Provider Reimbursement Review Board.

Prior to that, he was:

• Managing Director, Strategic Government Initiatives, Blue Cross and Blue Shield Association (BCBSA)
• Director, Appeals and Policy / Intermediary Hearing Officer, BCBSA
• Team Leader / Intermediary Hearing Officer, BCBSA
• Senior Consultant, Medicare Policy / Intermediary Hearing Officer, BCBSA

Mike holds a Bachelor of Science in Accounting degree from Bentley College.

 

VICE PRESIDENT: DONNA KALAFUT

Donna brings to FSS a multifaceted career consisting of over 30 years of experience. Donna has worked for a provider, two MACs, and the prior ASC. Before joining FSS, Donna worked as a consultant in provider appeals for Strategic Government Initiatives, Blue Cross Blue Shield Association (BCBSA). In addition to working on Medicare cost report appeals, she headed the intermediary appeals process for many years and worked on special projects, many of which were focused on creating computer programs. While at BCBSA, Donna received a Certification of Fellow from the Academy for Healthcare Management.  

Prior to working for BCBSA, Donna was a senior auditor for Health Care Service Corporation in Illinois. She audited some of the largest health care organizations in Illinois and also worked with the FBI on several fraud cases.  

Donna received a Bachelor of Science in Accounting degree from DePaul University in Chicago, where she graduated with honors.  

 

LEAD LITIGATION ATTORNEY: JOSEPH J. BAUERS

Joe’s professional experience includes 30 years in healthcare management, covering a wide range of technical responsibilities in provider payment matters. Joe provides leadership at FSS in representing MACs before the PRRB. He consults with the Office of General Counsel on PRRB cases, and he consults with internal staff and MACs, providing guidance in the preparation of position papers, jurisdictional challenges, review of requests for expedited judicial review and other matters.

Joe holds a B.A. from Walsh University and received his Juris Doctor from Capital University Law School. He is admitted to the Ohio Bar and the North Carolina Bar.

 

GENERAL COUNSEL AND COMPLIANCE OFFICER: JERROD V. OLSZEWSKI, ESQ.

As a practicing attorney with over 16 years of experience, Mr. Olszewski has successfully represented clients in a wide range of legal matters, in addition to being a former Hearing Officer for CHGME Appeals.

In his role as General Counsel and Compliance Officer for Federal Specialized Services, Mr. Olszewski operates independently and ensures that the company adheres to the self-disclosure requirements applicable to government contractors. Generally, his responsibilities include:

• Development of policies and rules
• Training staff in compliance and ethics
• Maintaining the compliance reporting program
• Investigating alleged misconduct, and
• Reporting compliance matters to the appropriate agencies
 

Jerrod received a Bachelor of Arts in Psychology from Illinois Benedictine University and a Juris Doctorate from John Marshall Law School with the prestigious honor of being a member of The Order of the Coif.

 

LEAD SYSTEMS ARCHITECT: WILLIAM LEONG

Bill Leong comes to Federal Specialized Services with over 30 years of experiences in IT. He's a successful, results-oriented Systems Architect with proven experience in systems design, including data modeling, advanced analytics, data and system integration, business processes, and workflow. Most recently, Bill was a Project Principal with SyClass, Inc. where he designed and directed the development of SyClass's core product, a web-based Consumer Packaged Goods marketing system. Prior to SyClass, Bill was a Director of Advance Systems Development at Information Resources, where he led many projects, including the implementation of application systems.

As Lead Systems Architect for Federal Specialized Services, Bill is responsible for FSS's computing infrastructure and the development of FSS's databases and applications.

 

EXECUTIVE COUNSEL: BERNARD M. TALBERT

Bernie brings to FSS a long and successful history of representing Intermediaries and MACs before the PRRB. He presented his first case in 1976 as a general staff attorney for the Illinois Blue Cross and Blue Shield Intermediary. He moved to the Blue Cross Blue Shield Association (BCBSA) in 1980 and was a key part of a team that convinced CMS (then HCFA) to centrally establish and fund an Intermediary PRRB defense resource.

Among his successful defense of complex issues before the PRRB where the CMS positions were preserved through judicial review were:

• Loss on advance refunding
• Loss on sale
• Exclusion of general assistance days from DSH
• Proper pension reporting for wage index calculations

Bernie has been a frequent presenter at professional organization and Intermediary/MAC sponsored training programs on Medicare reimbursement substantive and procedural appeal issues.

Bernie has a BSBA degree with a major in accounting from Roosevelt University and a Juris Doctorate with honors from John Marshall Law School.
